Position Purpose

The Regional Case Management Supervisor (RCMS) serves as the primary leader of the St. Louis regional HIV case management system on behalf of the Missouri Department of Health and Senior Services (MODHSS) and City of St. Louis Department of Health (STL City DOH) to ensure that eligible persons living with HIV receive high-quality case management services that support their effective linkage, engagement, and retention in HIV medical care and support services. The RCMS provides monitoring and oversight of all Ryan White Case Management (RWCM) contracted agencies across seven Missouri counties in the St. Louis Region.

Scope of Responsibilities

Essential Functions
  • Coordinate closely with the Ryan White Part A Recipient City of Saint Louis Department of Health (STL City DOH) and Ryan White Part B Recipient Missouri Department of Health and Senior Services (MODHSS) to:
    • Ensure compliance of regional RWCM contracted agencies with the statewide Ryan White Case Management Manual, and the Ryan White Parts A and B National Monitoring Standards for case management services, including auditing of client records.
    • Represent the St. Louis RWCM system in regional and statewide quality improvement committees.
    • Assist in the development and implementation of training, policies, and programs specific to the region.
  • Provide supervision of Regional Case Management Educator and Regional Intake Coordinator to ensure staff are knowledgeable and informed of policies and making progress towards individual and regional performance indicators and goals. Responsible for hiring, onboarding, training, and monitoring staff performance.
  • Monitor and oversee regional HIV case management data, intake line productivity, capacity, and compliance. Share data regularly with regional Planning Council, funders, and community partners as requested and appropriate.
  • Conduct quality improvement activities to address Ryan White performance measures and outcomes.
  • Promote system-level coordination and communication between HIV prevention and care programs and other community referral sources to assure effective and timely linkage of clients to Ryan White case management, in collaboration with local and statewide efforts.
  • Maintain a strong working knowledge of HIV/AIDS, treatment options, risk reduction techniques, chronic disease management, mental health issues, insurance and benefits, case management, community resources outside the Ryan White program, and other related issues.
  • Co-facilitate monthly regional case management meetings for all contracted agencies with Regional Case Management Educator.
  • Provide and/or arrange technical assistance to all RWCM contracted agencies including but not limited to, interpretation of policy and procedure manuals and proficiency in use of the SCOUT statewide database.
  • Participate in monthly Statewide Managers Meeting (SwMM) and associated workgroup(s), ensuring communication between the region and SwMM.
  • Any other duties as assigned by the VP of Operations or requested by the Missouri Department of Health and Senior Services.
Required Qualifications
  • Graduate degree in social work, public health, or a human service discipline from an accredited college or university.
  • Minimum of two years’ experience offering direct client contact in a social service, housing, or health service agency or clinic.
  • Demonstrated ability to monitor programs.
  • Valid Driver’s License, insurable driving record, and access to a reliable insured vehicle.
  • Willingness to travel and to work evenings and weekends, if needed.

Preferred Qualifications

  • One (1) year of experience as a Ryan White Case Manager in Missouri.
  • One (1) year of experience providing supervision in a social service, housing, or health service agency or clinic.
  • One (1) year of experience training case management or other social services staff including evaluation of training.
