Position Purpose

With the direction of the Director of Housing Services, the Housing Programs Manager is responsible for day-to-day operations of the Housing programs; oversight and evaluation of program staff, participates in the planning, management, operation, budgeting, funding, and reporting for the housing programs. This manager participates in ATX – Leadership Team Meetings to address agency-wide client services and operations.

Scope of Responsibilities

Vivent Health is one of the nation’s largest providers of HIV prevention, care and treatment services with a budget approaching $150 million and employing over 450 professionals.

Vivent Health currently operates in multiple states nationwide. It embraces a Market Culture to increase access to care, enhance quality outcomes, achieve and surpass financial performance expectations and has an aggressive plan to expand into additional states.

Essential Functions:

  • Provide oversight for Housing day to day program operations.
  • Receives HOPWA check requests, reviews for HOPWA program eligibility requirements, and approves the following services: Tenant-Based Rental Assistance (TBRA); Short-Term Rent, Mortgage and Utility (STRMU); Short-Term Supportive Housing; and Permanent Housing Placement Services (PHPS).
  • Hire, train, coach, evaluate, and supervise employees on job performance. Supervise the Best Single Source Plus (BSS+) Case Managers, TBRA Housing Case Managers, and Housing Navigators.
  • Coordinate the HOPWA housing assistance program in collaboration with the Director of Housing Services to ensure the project is operated in accordance with HUD Regulation 574.300 and other applicable HUD policies and procedures, including compliance with regulations that require client file reviews.
  • Assist with development and management of the budgets for Housing programs (BSS+, TBRA, and Housing Navigation).
  • Ensure contract compliance with standards of care for Housing programs to include accuracy of reporting on required grant data.
  • Work closely with Director of Housing Services on grant year-to-date and monthly variance reports to plan for swift resolution of variance trends and/or adjust program strategies to meet contract requirements.
  • Coordinate with Director of Housing Services on budget tracking and spending via GYTD reports and necessary tools for all Housing programs.
  • Coordinate programmatic activities with other Austin area agencies that provide HIV/AIDS services, housing (including HOPWA) services, and other pertinent social services.
  • Participate in BSS+ collaborative activities such as Program Managers meetings, data collection, and reporting.
  • Manage program data entry and collection (Provide/HMIS), and generate reports as needed for grant requirements, performance measures, and related work plans on a monthly basis.
  • Assist Director of Housing Services and Director of Grants & Resources with grant writing, including preparing grant narratives and monthly performance reports as well as ad hoc program reporting.
  • Ensure strong communication and collaborative relations with clients, agency departments and programs, vendors, Community partners and other HIV/AIDS service providers.
  • Develop, maintain, and evaluate ongoing systems to ensure client satisfaction and cost-effective services.
  • Lead program evaluation activities (satisfaction survey and other mechanisms to evaluate program effectiveness) on an annual basis.
  • Provide input for department and program policies and procedures. Develop and implement policies and procedures as necessary.
Required Qualifications
  • Bachelor’s degree in social services, health and human services, or related field
  • Valid Driver License and ability to maintain insurance.
  • Two or more years of supervisory/leadership experience
  • Previous experience in coordinating multiple services or programs
  • Previous experience working with community housing programs
  • Experience with various reporting systems and basic statistical analysis
  • Experience with HIV disease and prevention, substance abuse, mental health, and diverse and disenfranchised populations

Preferred Qualifications
  • Previous experience working with individuals and communities of diverse cultures, ethnicities, socioeconomic backgrounds, sexual orientations, and gender identities and/or expressions
  • Previous experience using Homeless Management Information System (HMIS)
  • Bilingual/bicultural (English and Spanish) skills preferred
