Position Purpose

At the direction and in collaboration with the Vice President and Chief Advocacy Officer, the State and Local Government Relations Director will be responsible for managing relationships with state and local elected and public officials, developing and executing public policy advocacy strategies to advance the Vivent Health public policy agenda including but not limited to direct lobbying, and the development and management of grassroots advocacy strategies. The State and Local Government Relations Director will work closely with Vivent Health’s established team of government relations consultants as well as play a leading role representing Vivent Health on various state and local coalitions where public policy alignment exists.

Scope of Responsibilities
Vivent Health is one of the nation’s largest providers of HIV prevention, care and treatment services with a budget approaching $130 million and employing over 400 professionals.

The unique, nationally recognized Vivent Health HIV Medical Home model of care assures that everyone with HIV has access to medical, dental, mental health and social services and provides the best opportunity for patients to achieve high quality health outcomes. Vivent Health also provides aggressive HIV prevention services to gay men, injection drug users and others at the highest risk for HIV infection. 

Vivent Health currently operates in multiple states nationwide. It embraces a Market Culture to increase access to care, enhance quality outcomes and achieve and surpass financial performance expectations and has an aggressive plan to expand into additional states.

• In collaboration with Vivent Health leadership, develops and executes strategy for strengthening relationships with elected officials and government agencies and increasing their understanding of and support for our mission.
• Together with Vice President and Chief Advocacy Officer, coordinates and manages the activities of the team of Vivent Health government relations consultants.
• Communicates and advocates Vivent Health public policy priorities to local, regional and state elected and public officials and their staff.
• Monitors legislation and policy activities, updates and advises Vivent Health leadership and staff about relevant policy proposals and actions, and through effective collaboration with colleagues analyzes potential impacts of new policy proposals on Vivent Health.
• Coordinates government relations strategy with other relevant stakeholders, including state and local associations, patient advocacy organizations, and government relations staff from other organizations.
• Engages constituents inside and outside of Vivent Health to support the public policy agenda.
• Develops a wide range of materials in support of Vivent Health’s government relations agenda, such as talking points, legislative summaries, factsheets, testimony, reports, and letters.
• Plans and implements events and other activities to support government relations goals, such as town halls, news conferences, campus visits, and meetings.
• Assists with the development and implementation of special projects.
• All other duties as assigned.

• At least five (5) years’ experience in public policy advocacy, legislative staff roles or executive agency experience.
• Demonstrated experience with responsibility for supervision of external and internal government affairs professionals.
• Extensive knowledge and awareness of legislative and executive branch processes.
• Exemplary public policy research and written and oral communication skills.
• Ability to successfully manage multiple projects simultaneously.
• Understanding of public policy related to public health and health care financing, especially Medicaid, the Affordable Care Act and local, state and federal programs administered at the state and local levels of government.
• Understanding and awareness of issues related to HIV prevention, care and treatment
• Demonstrated commitment to achieving health equity; social, racial, ethnic, gender and LGBTQIA justice through enlightened public policy

• Willingness to travel, up to 25%
• Valid driver’s license
• Ability to secure lobbyist registration/licensure at state and local levels, as appropriate.
